Talking to some ASSOCIATES of mine it probably just means "Someone is always trying to do the impossible" because fair enough you probably cant ice skate uphill. BUT YOU CANT GET A HILL OF ICE, IT NEARLY ALWAYS GOING TO BE FLAT DUE TO IT BEING FROZEN WATER. WHICH IS A LIQUID.
